possibility of using this library to apply dgps correction received from base over tcp to gps raw measurement received from andriod

Hello, 

can i use this library to apply rctm dgps correction messages received from base station to raw data from andriod device.
also what;s the format expected by the library? is it rinex.obs and .nav file that i need to provide to this library just like rtklib?
