Can't connect to Ntrip cors stream [send error (111)]

I'm getting a send error (111) whenever I try to connect to a cors station in my state. I've been able to confirm that my credentials work using other solutions, including RTKLIB on a raspberry pi.  

I think the issue is related to the virtual reference stations (VRS) used by my state but I'm not sure.  Any suggestions on how to resolve this issue?
