Kenesis Alternator Streams

After tablets routing is implemented and Kenesis Streams are implemented in core.
Investigate necessity of having fork of com.amazonaws:dynamodb-streams-kinesis-adapter, a KCL adapter for alternator streams to optimize streaming logic.
