Remove experimental options from tablets implementation

Since 6.0.0 tablets are no longer experimental, so there is no need
for stating that it is. Also to test tablets we use scylladb version
where there is no need to pass 'consistent-topology-changes' and
'tablets' in 'experimental_features' configuration option.
