default_policy: LWT optimisation unit tests

These test that when a LWT statement is executed, the policy returns
replicas in the fixed, ring order.

Logger is no longer initialised in
`test_default_policy_with_token_aware_statements` test not to spam
console with (expected) errors about returning empty plan.
