Remove clipping during `ClusterBasedNormalizer` transform

Problem Description

The ClusterBasedNormalizer doesn't need to give a guarantee of values being between -1 and 1, so the clipping during the transform is unnecessary.

Expected behavior

Remove clipping during transform
