Runtime Rust Libraries (FFI)

Basically we need a way to support FFI and loading dependencies within seal, so not everything needs to be bundled into the seal executable.

Idea is users use a template crate to expose functionality and compile it to a `.so` or whatever and we can load it. 

Needs to be relatively safe and easy to use.
