[RF-DOCS] Solid Cache updates in Caching with Rails: An Overview [ci-skip] (rails#53939)

* remove outdated sections that have not been available since Rails 4

* add solid cache to the caching guides

* move managing dependencies to its own section

* consolidate info form other caches into solid cache

* move the caching in dvelopment section further up

* update the 'you will learn' section

* move teh structure aroudn

* some minor typos

* some minor tweaks
