Shipping broken. /etc/Searxng empty

On a fresh install of searxng docker container /etc/searxng is empty. Any attempt to add something to it in the docker container reads "resource busy"

This makes configuring searxng impossible and negates a lot of the purpose of self hosting searxng.

Please add more extensive unit testing before shipping this as this issue makes searxng unusable for everyone.
