Simplify First-Time Installations with Velopack One-Click Support

What does this feature/enhancement do? Why is it needed?

Move the installer system to Velopack for straightforward one-click installs. Streamlines the first-time viewer install experience for residents, lowering onboarding friction and reducing install errors.

Test Plan

• User can perform viewer installation with just one click (no advanced interaction required)
• Confirm installation completes successfully and reliably
• Validate that first-time install experience is simpler for new users

Additional context

• Migration to Velopack supports accelerated updates (see sub-issue)
• Connects to KPIs covering new resident onboarding and install completion rates

A couple issue noticed:

1. This viewer is going to have a naming collision once it goes to Release. It's getting installed into the C:\Users\USERNAME\AppData\Local folder which is where the cache is currently saved. Both folders are going to have the name, SecondLife. (We may want to revert (reverted) Remove "Viewer" from app launchers and shortcut #4735)
2. Uninstall left 2 small files behind in the SecondLifeTest folder, ".dead" and "velopack.log"

• What are my options as advanced user that would not like to get my Windows profile used as application installation folder? Use the installto start parameter of the installer? Or wait until Velopack switches to MSI installer that is supposed to magically fix all issues?
• How is it considered to be a problem for Windows users to select an installation folder, but in case you plan to use Velopack for macOS, the user actually must select one. On Linux it is even expected for the user to manually change file permissions!

Command line arguments or use the portable install for advanced installation (literally a zip file with everything you need - Velopack produces these)

The point of this is to remove friction from new users. We will be seeking feedback from existing users soon.
