restore document outline + fix draft layout to match resource page

- add DocumentOutline rendering in resource-page-common.tsx left sidebar
- fix draft.tsx layout: move elementRef+overflow-hidden outside PanelLayout
  so site header stays visible when editor has large content
- add sticky DocumentTools with shadow transition in draft
- pass layoutProps to DocumentTools in draft for proper tab alignment
- add z-50 to outline hover card for correct stacking
