Is it possible to add a setting for positive offset to the CPU max turbo frequency?

Is it possible to show this frequency? (CPU Boost Max (Fmax) in HWiNFO)

Is it possible to add a setting for positive offset to the CPU max turbo frequency?

I didn't really get it, but if you talk about limiting CPU clock - you can do that via windows power plan. But keep in mind that most of AMD CPUs simply ignore that limiter.

Better limit CPU power, and let it decide how to use it for clocks :)

It's a very narrow/specific metric, I don't see much point in showing all that info in the app. You can still use HWinfo or any other similar app to monitor that of course

I don't know how to read that, and not sure if it's even possible. So likely - no.

On the contrary, I am talking about increasing the frequency. For example, in the "AMD Software Adrenalin Edition" utility, the "Overclock CPU" item adds 0.2 GHz to the maximum turbo frequency (5.45+0.2=5.65)

This would be useful because this frequency changes when changing the power plan (and not everyone knows about it).

That's pretty much what undervolting does :) It shifts clocks/voltage curve so for lower voltage you hit same clocks as before, and for same voltage as before - higher clocks.

As for the metric you ask - I have no idea how to read it.
