Delete Marked Media Automatically

Description

When media is marked as 'watched' by all users, the system should trigger an automatic deletion to reclaim disk space.

Desired Behavior

1. user 1 requested a media
2. media downloaded and available to watch for everyone
3. user 2 marked it as watched
4. media is still available in the library to watch for user 1
5. user 1 also marked it as watched
6. if all users (in this example both users) have marked that media as watched then it should be deleted and unmonitored to prevent it from redownloading
