Non-interactive initial setup #2259

Description
Currently, the initial setup must happen through the web interface. It would be nice to be able to setup Jellyseerr without the web wizard and the first run would result directly in a usable instance.
Desired Behavior
Document a way to setup Jellyseerr without the web wizard, e.g. by providing initial values in settings.json.
