Problem: Incorrect Date header format in email notifications #3542

Issue
SMTP email notifications are sent with Date header containing an incorrect obs-zone. The obs–zone MUST be specified as [+-][0-9][0-9][0-9][0-9], but when running without timezone, it is sent out as string UTC, which leads to incorrect display/sorting in some mail clients.
