CCContacts field should always be auto completed

To reproduce the issue

1. Add a sample and choose and contact has a CC field as a contact field' and save sample
   CC Contact field should be auto completed

2. Go to the sample view
   and CC Contact contact should have a value

   

3. Add another sample but hide the CC Contact field on the sample add form

4. Go to the sample view
   and CC Contact contact does not have a value

The Desired behavior

CC Contact to have a value regardless of whether they are on the Sample Registration form or not
