Mempool Prioritization Algorithm #717
Description
Right now, the Substrate runtime simply divides the fee by the weight of the call(s) to determine the priority of a transaction. This is despite solely limiting inclusion by byte-length of the transactions themselves (#715 relevant). We probably want to finalize on a more intelligent algorithm.
