How is this supposed to work without layer4?

I've been trying to get this to work for two days now, but even though crowdsec can see the bouncer, the bouncer does nothing with blocked ips - it just allows them.

So I tried using the official config but it doesn't work either, because caddy-cloudflare-ddns-crowdsec-geoip-security-dockerproxy does not include layer4 module.

So I am at complete loss and I can't find any documentation that would help any further...
