Even with nothing memo-ized, keyboard shortcuts aren't always working

Hard to troubleshoot because it will work for a while and then "lose" the capabilities (even though the button bar continues to work)

Tried returning the button bar, key map, and handlers in a memo-ized format; didn't work

Latest change: set allowChanges to true in <HotKeys> component.
