How to run db:seed when deploying?

I would like to seed some data into the database when deploying. To do this I added the db:seed command to my composer.json post-create-project-cmd as follows:

        "post-create-project-cmd": [
            "@php artisan key:generate --ansi",
            "@php -r \"file_exists('database/database.sqlite') || touch('database/database.sqlite');\"",
            "@php artisan migrate --graceful --ansi",
            "@php artisan db:seed --graceful --force --ansi"
        ],

However, I checked and the seeded data is not there when I deploy.

Am I missing something or is there any other way to do this?
