[BUG] No notifications for me, nor friends #1761

Current Behavior
disclaimer: I did search previous issues and it mostly talked about individual cases or specifically iOS to android
In my case though, my partner (iOS) doesn't get notifications from me (android), but I also have 4 other friends (3 on iOS, 1 on android) who I've managed to get onto session and every single one of them complains that they don't get my notifications reliably. Either they get the notification late, or don't get one at all and I have to message them on discord to let them know I've messaged them on session. So it seems like no matter what devices are involved, notifications just seem to be very unreliable
The reason I've taken to making an issue is because the 4 friends are now only keeping session as a backup because I've asked them to, but this issue is the biggest detterant from making it a primary messenger so I feel like it may be the biggest hindrance to widespread adoption.
I've asked them all to check their settings and they have all done that and assured me that fast mode is enabled. I also have fast mode but rarely get notifications unless I've used the app wthin the last couple of hours.
Expected Behavior
Just to get notifications. A couple of minutes late at the most

I realise my android version is old (planning to get new phone soon but this thing as still a bit of a beast) but the friends who are having these issues all have much more modern phones.
