CMP-DTA network conflation script/configs

CMP-DTA network conflation script is currently published on network_conflation_cmp_dta at Conflation/SF_CMP_DTA_Network_Conflation.py: see this commit for the diff with the standard CMP-INRIX conflation script 027a4df

These should just be config options to the standard CMP-INRIX conflation script.

• update SF_CMP_INRIX_Network_Conflation to take a TOML config file as input
• make TOML config file for DTA inputs into the network conflation script
• rm the network_conflation_cmp_dta branch
