Add conda package #219
Description
As bio2zarr now has a bioconda package it makes sense to also package vcztools there. We could also package on conda-forge as there aren't any bio-dependencies, though.
I don't really have an opinion, other than I already know how to package things for conda-forge, so would tend to lean towards that.
