Server should interpret line-change actions being sent from multiple devices

**Describe the bug**
When two people hit the right/down arrow at around the same time the server goes forward two lines. Even though both are almost simultaneously activating the same line on their controller. Perhaps the server could distinguish being asked to change to a specific line and changing the line relative to the current line and buffering multiple inputs better.
