Here's what the front page says:

On first glance, it is a 'Tailwind CSS' library and thus you would expect to be able to copy and paste the components into any app. Perhaps better:

Beautifully designed components styled with Tailwind CSS. Copy and paste components into your React apps. Open source

My understanding is that it is built on top of Radix UI: "Unstyled, accessible, open source React primitives for high-quality web apps and design systems."

This may seem obvious to users but it's not obvious for new visitors.

Totally agree ! Finding this information requires going through the docs and looking at the different framework options.
Even there, it's still possible to pick Vite and assume react will not be a requirement, but after many steps in the process, there it is.
