[APP BUG]: Pause also pauses Google Chrome in the background.

Describe the Bug

Pausing a game will cause other programs running in the background to also halt (I'm assuming it has to do with hardware acceleration?)

Unpausing a game will unpause the background program too.

Reproduction Steps

1. Have Google Chrome running in the background.
2. Pause ShadPS4.
3. Google Chrome is now unresponsive, until unpaused again.

Expected Behavior

Only game pauses, nothing else.
