The archivechannel command does not sync channel permissions with the Archive category

This looks somewhat more complicated to implement than at first blush.

To sync channel permissions, you simply set the permissions to be the same as the parent category. When permissions are the same, changes to the parent category change all sync'd channels.

To change channel permissions, there is a 'delete_permission' and 'create_permission' api endpoint. There is no API equivalent to the "sync channel permissions" button as far as I can tell. This creates an issue where if the bot fails in the middle of doing this, then the permissions would be 'halfway' inbetween the two. Also, it may briefly change the permissions to be undesireable (a naive implementation would delete all permissions, allowing everyone to view by default) and discord api calls can reasonably take 4 or 5 seconds if they're feeling sluggish.

Furthermore, this creates an unintuitive situation where archiving a channel can make it more permissive, since the permissions have to be exactly the same.

Isn't the real desire here to disallow sending messages in archived channels? This could be achieved by simply setting deny send messages on all permission sets, and the state of the send messages permission beforehand can be stored in the database for later un-archiving.

This still leaves the issue of failure halfway through, however such a failure leaves the permissions somewhere between the same state and a more restrictive state. The row for archive/unarchive could have a 'finished' column and retry the operation if that is false, or something like that.
