do you have some time estimates when this could be done? I would volunteer on some PR work, but I understand that main part is uploading new blobs into release bucket, which only you have access to...

I've implemented it using blob from backup-and-restore-sdk, quite simple enhancement: https://github.com/nimbus-cloud/shield-addon-postgres-boshrelease/tree/postgres-v13-support

Perhaps you can re-use some of the files, except blob, as I have noticed you are using .bz format (I guess to save storage space).
