[BUG] Release Workflow Does Not Generate Release Notes #255

Current Behavior
When the release workflow runs, the generated release notes on GitHub are empty
Expected Behavior
Release notes are generated, in a similar fashion to the build and cli repos.
Steps To Reproduce
- Set up release branch
- Run release workflow for operator
