Why are Vercel previews locked to collaborators only?

I don’t understand why Vercel previews are locked to collaborators only. In the Shoelace repository, I see that PRs that link to Vercel preview are accessible to everybody, but on this repository, it isn’t.

We had it locked down before the monorepo, so there's a bit of work to get it back up for both free and pro. I've created this issue to remind us: #1402
