This problem cannot be reproduced from Windows Server 2003 RTM (before applying Legacy Update)
Apply Legacy Update later, installing SP2, ... will create the following BSOD

Installing OCA on Windows Server 2003 RTM + SP2 will also popup a WFP dialog box, but no BSOD. Legacy Update could be installed later without any problem.

Friend, don't install SP2 after OCA. You must need install a big Service Pack before OCA

This could be useful in the OCA 4.0 setup to check is the latest service pack is not yet installed and inform the user that such service pack should be installed before installing OCA 4.0, isn't ?

For post 4.0 release, I hope a solution to this issue could be solved.

it's something like clean EN SP3
with аt least 6 ocapi installed over each other
start at least from 2.10 (but may 2.5)
