feature: webhooks endpoints support

The REST API exposes endpoints for working with webhooks, that are completely absent from the python API.

Is it a conscious decision to not have them in the python API, or something that hasn't had a chance to happen yet?

I'd be willing to work on a PR if that's something you'd be open to.
