API Keyper DAppNode Release v0.1.4

This was initially created to bump the version in the DAppnode package to v1.3.10 since the previous package publication didn't work. v1.3.10 has a fix for validator registration messages and enables HTTP endpoints that we need in the context of the shutter API to make decryption keys available to the API from one of the keypers if the API does not have them.

Tasks:

• Bump the version to v1.3.10
• Add the configuration to enable the keyper endpoints
