Kata Container follow-up: vAccel support #412

vAccel enables workloads to enjoy hardware acceleration while running on environments that do not have direct (physical) access to acceleration devices.
They have an existing guide on https://docs.vaccel.org/k8s/kata/. Either we can try to go through the thought process and replicate everything they did, or we can just wait and see if vAccel will be upstreamed to Kata one day.
