Add Amazon RDS certificates for AWS China

The list of certificates in the documentation on aws.amazon.com is
not comprehensive. It includes the Public and GovCloud
certificates, but not the China certificates. As such, connections
within AWS CN with the "ssl" key set to "Amazon RDS" fail with
"unable to get local issuer certificate".
