Test suite oddity: WSG Borders: lost border on section titles

This looks to be a configuration file issue (import of old job not generationg new control properly).
Config dates from 2.4.13, but the border is disabled in TeX file.

I don't understand python well enough to fix this. It's an 'importing old config' issue, which is going to clobber someone who regenerates (thinking 'I didn't change anything') and fails to notice the lost setting.
