Outbox health check gives 'Degraded' after more than 3 consecutive failures

Recently, the outbox health check was failing. It should have read 'Unhealthy' but was still reading 'Degraded' even after many failed checks.

Note that the logic in the outbox health check is copied from the S3 and ClearML health checks, so whatever the problem is with the outbox health check, it may be a problem in those places as well.
