Check how many builds detected a quotation convention

Now that the quotation convention detection algorithm has been improved, we should check to see how often a convention is being detected. This can be done with a simple database query. The improved algorithm will go live on Dec 11. We should wait at least two weeks before performing the check to collect enough data.
