bug: reordering of input systems configuration doesn't stick after saving

Describe the bug
Settings > Configuration > Fields allows reordering of Input Systems by click-and-dragg-ing the rows, but when you click the Save button, they return to their original order.

Expected behavior
You should be able to reorder the input systems and save the new order successfully
