In --default-deny mode show icons for public, not private tables

In default deny mode everything ends up with that padlock icon:

Since public is now the exception it would make sense to show a public icon instead.

Now build private-icons.html which is the exact same thing but with icons for private instead of public - skip the big SVG ones at the top just go straight in with pill designs with SVG padlocks
