feat: Dr. Rai in Progress Tab (#5645)

## Because

We want people using the mobile app to be able to have access to a
readonly version of the Dr. Rai component.

## This addresses

- Adding the component to the Progress Tab
- Removing the dynamic parts of the component

## Test instructions

- Turn on the `dr_rai_progress` feature flag
- Create an action plan (for any indicator); ensure the yelow sticky is
up
- Click on the "Progress" tab
