Ensure proxy is fully connected before allowing command execution

Right after calling `issue_bus_command(proxy)` and executing a proxy command with `to_remote_peer`, an "Unknown peer" exception is raised.
Implement a feature to ensure the proxy is successfully connected before allowing commands to be sent.
