Improve grab handles

- Make the bottom/right handles take precedence over the top/left ones (a user is normally adjusting a layer from those sides).
- Only allow resizing width/height when grabbing a handle. A user should not be able to grab the area between handles to resize. (Really narrow or short components are impossible to drag around because everything the user grabs is for resizing.)
