Notify keeper owner if no funds available #7
Description
Currently if the keeper runs out of funds and there it a bidding opportunity at the same time, it will repeatedly fail on gas estimating the bid transaction. No gas will be wasted, but we think there should be a mechanism which will notify the keeper owner about this condition so they can top-up the keeper account manually.
