Run Configuration failure results in unwanted VAI schedule deletion #821

Describe the bug
Certain model training pipelines failed to deploy due to issues related to VAI label length (related card)
Even though the Run Configuration entered a "Failed" state, the existing schedule in VAI was deleted.
Reproduce the bug
Unable to reproduce as it happens only when the call to VAI fails.
Expected behaviour
The Run Configuration should enter a "Failed" state if it cannot be applied, but any existing training schedules should remain intact.
