NonSkippableComposable should be stronger than strong skipping mode

NonSkippableComposable should be stronger than strong skipping mode.

When a composable function is marked with the NonSkippableComposable annotation, it should be marked as non-restartable even if the strong skipping mode is enabled.

The problem is.. Compose compiler plugin processes @NonSkippableComposable BEFORE the stability analyzer plugin runs. This means by the time our plugin sees the IR, the annotation has already been consumed/stripped by the Compose compiler. So, on the IR processes of the stability compiler, the @NonSkippableComposable annotation is already gone from IR.
