[Suggestion] Add option to set a custom FPS cap in games

It would be great if you could limit max FPS in games through Skyline's settings. Some games run faster than they should at 60fps, while others run well regardless of FPS. It would be amazing if I could limit some games to 30fps because it can't reach 60 on average.

Another big issue that many Android phones face is that performance starts throttling hard as the phone gets hotter. Being able to set a custom framerate would allow me to save power and not have to worry about temps. Thanks.

Not a bad idea at all, I'll look into implementing it at some point.
