Sniff `SlevomatCodingStandard.PHP.UselessParentheses` with option enableCheckAroundNew should consider PHP version

In #1789 you added a great new option enableCheckAroundNew to the sniff SlevomatCodingStandard.PHP.UselessParentheses to check for useless parentheses around the new operator.

However, this feature is only available since PHP 8.4: https://wiki.php.net/rfc/new_without_parentheses
The sniff reports an error regardless of the used PHP version. This is an issue for coding standards supporting older versions of PHP. It effectively makes this feature unusable in this/my scenario.

Could you update the sniff and make the flag enableCheckAroundNew aware of the PHP version?

I don't think so.

For PHP Versions < 8.4 the option enableCheckAroundNew leads to invalid PHP code. So I consider the current behaviour for PHP < 8.4 as a bug. There is no way this can run in any production environment.

For PHP >= 8.4 nothing should change. So no BC break here.

It will report new errors for PHP >= 8.4 and that's not expected behaviour.

I try to suggest that the New flag enableCheckAroundNew will work as implemented when checking PHP >= 8.4 code. For PHP < 8.4 it should be ignored.
