[Bug]: Latest release breaks download links?

Steps to Reproduce

Your latest release that is tagged as 'latest' only has 2 assets.

I think this might have broken the download links on this page:

https://smallstep.com/docs/step-cli/installation/#linux-packages-amd64

For example, I'm getting a 404 here:
https://dl.smallstep.com/cli/docs-cli-install/latest/step-cli_amd64.deb

Yeah, we had a hiccup building for arm32, resulting in all binaries not getting pushed. The issue was already patched in the package, but a new version of the package wasn't tagged yet, and so not included in cli.

Here's an RC with the latest builds: https://github.com/smallstep/cli/releases/tag/v0.28.5-rc1. It's effectively v0.28.4, but with the patched package.

The actual version will be out later today.
