* PLEX-250 - WriteReport initial implementation

* all tests passing

* adding back get tx result

* applying merge to main

* updaing gen code

* adding back commented code and adding TODO item

* updating obs go mods

* rebase

* reverting addition of confirmed state

* changing TxStatus.SUCCESS so it is not the default int value

changing TxStatus enums so success is not 0

improving docs

* running latest version of cre-protogen

fixing cap code

* pr feedback
